The Kosovo Campaign Medal only gets 2 bronze star devices if the wear was involved in the Air Campaign and the subsequent Kosovo Defense Campaign, which is still ongoing.

It is up to the wearer to make sure the devices are correct. DoD can change the criteria for the award at anytime and add additional devices.
