This looks like a really good start. I know zero about codes and such. One thing to make it the "ultimate" would have the ribbons hyperlinked to a page with the criteria/history/numbering.

I agree wholeheartedly. In fact, I had been thinking about that for a while. That would be very easy to implement once I have the actual builder made.
