Additional Sets - Read Me

While I haven't nailed down precisely how I'm going to work additional sets into the equation, I've planned since day one to (eventually) make it possible for any ribbon set to be created.

Well, it seems that people are really into it, so I'm going to have to make some decisions.

Additional Ribbon Sets (for those creating the ribbon_set.inc.php file) of the following types will be named accordingly.

State Guard/Defence Forces
rst_##-statename
where ## corresponds with the numbers used for the National Guard.

Civil Air Patrol
xcap-qualifier
where "qualifier" denotes something as yet determined. I don't know enough about the CAP to really talk about these very well.

Fire, Police, EMT, Other Locality Emergency Civil Service
vem_##-area-force
where ## corresponds with the numbers used for the National Guard for the state in which the force is located, "area" will be the full locality name with underscores instead of spaces (such as "Jersey_City" or "Springfield_Township" or "Lucas County") and "force" being the full name of the force type with underscores for spaces (such as "Sheriff" or "Police" or "Underwater_Rescue_Team")

Federal Civil Law Enforcement
vus_forcename
where forcename is the force name with underscores for spaces.

ROTC
wrotc_##_qualifier
where ## corresponds with the numbers used for the National Guard for the state in which the group is located
where qualifier defines the precise ROTC or JROTC group such as "Ohio_State_University" or "Sacramento_Jefferson_HS"
Any main ROTC ribbons which are used completely throughout college ROTC will be made into a set called wrotc1_us

Civic groups, school groups (such as music and sports awards):

x_##_qualifier
Just like ROTC above

I have yet to work out precisely the ribbons' numbering for them... so, please hold tight on that.
